EU public procurement award notices ingested from TED (Tenders Electronic Daily). Provenance links to the original notice (ted.europa.eu/udl?uri=TED:NOTICE:…).

• Coverage — notices with publication-number, buyer, winner, CPV, values, submissions and framework-agreement flags across EU member states.
• Renewal signals — duration-expiry, framework-expiry and recurrence signals are derived from historical awards (deterministic heuristic, confidence low|medium|high).
• Query — GET /v1/search, GET /v1/tenders/:id, POST /v1/research (topic brief), GET /v1/renewals.
